What's specific to North Carolina
- North Carolina charges a one-time 3% Highway Use Tax instead of sales tax. It is flat statewide u2014 no county or city adds to it u2014 and there is no separate sales tax on the vehicle.
- The doc fee IS taxed in North Carolina. The Highway Use Tax statute reaches it by naming the doc-fee statute by number rather than by name, which is easy to miss.
- Your trade-in reduces the taxable amount with no dollar cap, on new and used purchases alike. North Carolina is unusually generous here u2014 the credit even applies to private-party sales.
- Manufacturer rebates do not reduce the taxable amount, but a dealer's own discount does.
- There is no cap on the Highway Use Tax for an ordinary car. The $2,000 cap applies to commercial vehicles and RVs, and the $250 cap only to a vehicle you have already held titled in your own name in another state for at least 90 days u2014 which never applies to a car you are buying today.
- Extended warranties and service contracts are not taxed as long as they are listed separately on your bill of sale. Rolled into the price without itemization, they become taxable.
- North Carolina dealers handle everything u2014 the tax, the title and your plates u2014 so the total above is what you should expect to pay at the dealership.
