What Washington allows
- Washington caps the documentary fee at $200.00. A dealer cannot charge more than that, and a figure above it is a billing error rather than a negotiating position.
- The rule: RCW 46.70.180(2)(a)(ii).
Is it taxed, and is it negotiable?
- The doc fee is NOT taxed in Washington — you pay the fee, but no tax on top of it.
- Because the cap is a legal ceiling rather than a required charge, a dealer is free to charge less. It is a smaller lever than the vehicle price, but it is not fixed by law at the maximum.

- Doc fees are capped at $200 — anything higher on your quote is over the legal cap.
- The doc fee itself is NOT subject to Washington sales tax — WA DOR treats it as a dealer service charge (B&O tax on the dealer's side), not part of the taxable sale.
